Two small doors are paid to rob a competing drug dealer. At the wrong time in the wrong place, they are caught by police officers, and eight cops are killed in the following shooting. Detective Andre Davis tries to catch the murderers. To prevent them from escaping, the 21 bridges on the island of Manhattan are closed and the police starts a merciless hunt for the copkillers.
